A bill establishing a Sustainable Mobility Policy and encouraging the use of the bicycle is apt to be discussed in Plenary, as of this week. The article was inspired by Law # 15,318, dated February 13, 2014, from the State of São Paulo, by Romoaldo Júnior (PMDB), which aims to prioritize non-motorized means of transport and promote the improvement of the environment, traffic and health. Romoaldo says that the stimulus to the use of this means of transport has been shown of such importance that today, at the federal level, two projects are in progress that aim to foment it as a real alternative.
“It is the most appropriate and democratic vehicle to guarantee better, cleaner and quieter cities and a healthier population,” says the deputy. You do not have to go very far to realize that the use of the bicycle as an alternative transportation vehicle is still low in Brazil. According to data from the National Public Transport Association (ANTP), it accounted for only 3.1% of travel in 2011.
It is important to remember that it is an adaptable means of transportation for every type of city, regardless of climate, topography, number of inhabitants, whether or not there is a resource and gives examples of the Cities of Copenhagen (where it snows for a good part of the year), St. Francisco (who has a more rugged topography than São Paulo), New York (with a megacity population) or Bogota (with little municipal budget) dismantle the most elementary myths about the bicycle.”
“Therefore, the insertion of the bicycle in daily life depends, a lot, on the political and social actions of each place, adopting measures successful in other cities, but always adapting them to the local realities,” he adds.
The deputy points out that at a time when metropolitan areas are in a situation of saturated routes-causing citizens to spend hours on journeys – the use of bicycles favors the daily economy and improves the quality of life, today marked by sedentary lifestyle and obesity. Therefore, the bicycle, associated to the public transport network, becomes a routine tool to benefit citizens, traffic, the economy and the environment.
From the point of view of health of the city and its population, cycling represents an excellent filter in the reduction of CO2 emission in the atmosphere, in addition, it contributes to reduce the sedentarism of modern societies, even being a matter of Public health, since people who play sports are less likely to develop different types of diseases.
“It is proven that the use of the bicycle as a means of transport integrated with the collective means, provides the guarantee of an adequate, efficient and safe,” says Romoaldo Júnior.
